Build request to migrate deployment to a different template

Behaviour flags:

--dry-run — validate all inputs and exit without performing any action

Options

--deployment-id string required: Identifier for the Deployment
--template-id string required: The ID of the deployment template to migrate to
--skip-instance-metrics-check: If true, will skip the instance metrics check for memory and disk usage calculations
--input-file string: path to a JSON file to use as command input
--dry-run: validate all inputs and exit without performing any action (preview changes without applying them)
