Cancel reindex APIedit

Cancel reindexes that are waiting for the Elasticsearch reindex task to complete. For example, lastCompletedStep set to 40.

The underlying Upgrade Assistant concepts are stable, but the APIs for managing Upgrade Assistant are experimental.
