Short URL issue when sharing from a space other than the default space or when using custom Kibana basepaths

This issue is resolved in versions 8 and 9 of Kibana (#227625).

Details
When attempting to enable short URLs in the Share menu from non default spaces or when using custom Kibana basepaths, the toggle doesn’t change state and produces console errors. Only snapshots with short URLs enabled are affected. Existing URLs created on older versions are unaffected, and snapshots with long URLs and saved object URLs work as expected.

Workaround
To avoid this issue, use long URLs when sharing snapshots or upgrade to a higher version, when available.
